This reduces load on deployed servers and allows them to be much smaller
in addition it enables better caching across machines and creates a SOT for packages

actions server now works as an effective cache by singing them and being the soul builder. later ill add the remote builder mechanism but if forgejo is the sole builder this works perfectly fine.
